Closing event of the 50th Anniversary Celebration’s of the IIHL

Vice Minister Emanuela Del Re intervened at the celebrations of the 50th anniversary of the Sanremo International Institute of Humanitarian Law, an internationally renowned Institute, which over the years has become widely recognized and appreciated for its competence and prestige.

Vice Minister highligted how “At this difficult historical juncture, the effective enforcement of International Humanitarian Law is more relevant and urgent than ever. COVID19 is exacerbating vulnerabilities in fragile contexts, especially in Countries ravaged by ongoing-armed conflicts, where health systems are extremely weak and people get very limited (if not zero) access to basic services. No doubt that the time has come to render the system more capable of adapting effectively to the increasingly demanding and daring contemporary context at global level. A collective effort deeply rooted in the funding values of our family, the European Union, and coherent with the UN Secretary General appeal to Build Back Better.”

She stressed that “we need to develop an unprecedented and coordinated strategy for a joint response at all levels. This implies boosting practical actions carried out by the many actors involved, including in the field of training and capacity building. A multi-dimensional and multi-actor holistic approach.It is pivotal to integrate the rights and needs of children in armed conflicts into all relevant training activities for the military, and in military planning and decision-making processes”.

Finally the Vice Minister pledged that “Italy will campaign and tirelessly advocate to raise awareness about the importance to protect children also by means of proposing the inclusion of references to this issue in resolutions, reports and statements to be adopted in the relevant multilateral fora”.
