﻿{"id":6842,"date":"2025-11-18T17:59:46","date_gmt":"2025-11-18T16:59:46","guid":{"rendered":"https:\/\/italiarappginevra.esteri.it\/?p=6842"},"modified":"2025-11-18T17:55:25","modified_gmt":"2025-11-18T16:55:25","slug":"address-by-the-president-of-the-republic-sergio-mattarella-at-the-ceremony-of-the-national-day-of-mourning-held-at-the-bundestag","status":"publish","type":"post","link":"https:\/\/italiarappginevra.esteri.it\/en\/news\/dalla_rappresentanza\/2025\/11\/address-by-the-president-of-the-republic-sergio-mattarella-at-the-ceremony-of-the-national-day-of-mourning-held-at-the-bundestag\/","title":{"rendered":"Address by the President of the Republic, Sergio Mattarella, at the ceremony of the National Day of Mourning, held at the Bundestag"},"content":{"rendered":"<p class=\"q-localization\"><i><span class=\"luogo\">Berlin, 16\/11\/2025\u00a0<\/span><\/i><\/p>\n<p>&nbsp;<\/p>\n<div class=\"redazione\">\n<p class=\"s6\"><span class=\"s5\">Mr Federal President,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Madam President of the Bundestag,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Mr Chancellor,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Mr President of the Bundesrat,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Mr President of the Constitutional Court,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Mr President of the <\/span><span class=\"s5\">Volksbund<\/span><span class=\"s5\">,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Ladies and gentlemen,<\/span><\/p>\n<p class=\"s6\"><span class=\"s5\">Distinguished guests,<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">We are gathered here today in this solemn chamber to commemorate the fallen, the victims of war and violence.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">People who fell into the abyss of history, into the traps set by other men.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The lives of individuals, peoples and nations are rife with <\/span><span class=\"s5\">hurdles <\/span><span class=\"s5\">and tragedies.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Sometimes <\/span><span class=\"s5\">they result from <\/span><span class=\"s5\">individual choices, but <\/span><span class=\"s5\">more often <\/span><span class=\"s5\">than not<\/span> <span class=\"s5\">they result <\/span><span class=\"s5\">from <\/span><span class=\"s5\">the deliberate actions of others.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">World War I left <\/span><span class=\"s5\">at least 16 million <\/span><span class=\"s5\">people <\/span><span class=\"s5\">dead, half of whom were civilians, <\/span><span class=\"s5\">as well as <\/span><span class=\"s5\">20 million wounded and maimed.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">World War II<\/span><span class=\"s5\">, which extended to the Pacific front, is estimated to have claimed <\/span><span class=\"s5\">some <\/span><span class=\"s5\">seventy million lives.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The number of <\/span><span class=\"s5\">casualties<\/span><span class=\"s5\">, <\/span><span class=\"s5\">broken down by single <\/span><span class=\"s5\">country, is staggering. And <\/span><span class=\"s5\">we should always bear in mind that we are talking about people, not mere figures<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">How is it possible <\/span><span class=\"s5\">for <\/span><span class=\"s5\">all this <\/span><span class=\"s5\">to <\/span><span class=\"s5\">have happened<\/span><span class=\"s5\">? And that it may <\/span><span class=\"s5\">happen again?<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">How many more deaths will it take before we stop <\/span><span class=\"s5\">considering <\/span><span class=\"s5\">war as a means <\/span><span class=\"s5\">for <\/span><span class=\"s5\">solving disputes between states, which use it to arbitrarily dominate other peoples?<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">\u201cNie <\/span><span class=\"s5\">wieder<\/span><span class=\"s5\">\u201d. \u201cNever again\u201d.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">This is the expression the international community <\/span><span class=\"s5\">used <\/span><span class=\"s5\">to condemn the Holocaust<\/span><span class=\"s5\">of the Jews<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">\u201cNie <\/span><span class=\"s5\">wieder<\/span><span class=\"s5\">\u201d <\/span><span class=\"s5\">stands <\/span><span class=\"s5\">against <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">wieder<\/span><span class=\"s5\">\u201d: \u201cagain\u201d.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">This is what we are witnessing.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">War<\/span><span class=\"s5\">,<\/span><span class=\"s5\"> again.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Racism<\/span><span class=\"s5\">,<\/span><span class=\"s5\"> again.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Great inequalities<\/span><span class=\"s5\">,<\/span><span class=\"s5\"> again.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Violence<\/span><span class=\"s5\">,<\/span><span class=\"s5\"> again.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Aggression<\/span><span class=\"s5\">,<\/span><span class=\"s5\"> again.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Today, it is a great honour for me to be here and <\/span><span class=\"s5\">to <\/span><span class=\"s5\">attend <\/span><span class=\"s5\">the German National Day of Mourning, to commemorate together the victims of <\/span><span class=\"s5\">conflict<\/span><span class=\"s5\"> in the <\/span><span class=\"s5\">very <\/span><span class=\"s5\">year <\/span><span class=\"s5\">that marks <\/span><span class=\"s5\">the 80th anniversary of the end of <\/span><span class=\"s5\">World War II<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The dead we remember here, the <\/span><span class=\"s5\">dead across <\/span><span class=\"s5\">the world <\/span><span class=\"s5\">felled by <\/span><span class=\"s5\">the violence of conflict, <\/span><span class=\"s5\">must <\/span><span class=\"s5\">concern <\/span><span class=\"s5\">each and every<\/span><span class=\"s5\"> one of us<\/span><span class=\"s5\">, <\/span><span class=\"s5\">if we wish to be considered human beings.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Today, our gaze and our thoughts <\/span><span class=\"s5\">go <\/span><span class=\"s5\">to the victims of those tragedies.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">From fallen soldiers to civilians, victims of that <\/span><span class=\"s5\">situation <\/span><span class=\"s5\">&#8211; <\/span><span class=\"s5\">war <\/span><span class=\"s5\">&#8211;<\/span><span class=\"s5\"> which the German Basic Law and the Italian Constitution reject, <\/span><span class=\"s5\">putting to good use<\/span> <span class=\"s5\">the great lesson learned from the tragic Second World War.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">We come together on this day of remembrance and mourning<\/span><span class=\"s5\">,<\/span> <span class=\"s5\">because <\/span><span class=\"s5\">remembering our shared history is<\/span><span class=\"s5\"> a<\/span> <span class=\"s5\">fundamental action for our relentless <\/span><span class=\"s5\">aspiration for peace.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The recollection of the <\/span><span class=\"s5\">atrocities <\/span><span class=\"s5\">man has perpetrated <\/span><span class=\"s5\">in the past<\/span><span class=\"s5\">, together with the <\/span><span class=\"s5\">deep sorrow for present<\/span><span class=\"s5\">-day atrocities, <\/span><span class=\"s5\">compel us to <\/span><span class=\"s5\">raise <\/span><span class=\"s5\">awareness: peace is not a<\/span><span class=\"s5\">n ultimate <\/span><span class=\"s5\">goal, <\/span><span class=\"s5\">rather<\/span><span class=\"s5\"> the <\/span><span class=\"s5\">result <\/span><span class=\"s5\">of <\/span><span class=\"s5\">a constant <\/span><span class=\"s5\">effort, <\/span><span class=\"s5\">based on the <\/span><span class=\"s5\">achievement of shared values and <\/span><span class=\"s5\">on <\/span><span class=\"s5\">the recognition <\/span><span class=\"s5\">that the <\/span><span class=\"s5\">human dignity of every <\/span><span class=\"s5\">single <\/span><span class=\"s5\">person, everywhere<\/span><span class=\"s5\">, is inviolable<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">War has always sought to cast its dark shadow over humanity.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">In t<\/span><span class=\"s5\">he twentieth century, the development of the industrialisation of death transformed the tragedy of soldiers into the tragedy of peoples.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">In the villages of Europe<\/span><span class=\"s5\">,<\/span><span class=\"s5\"> in <\/span><span class=\"s5\">the <\/span><span class=\"s5\">cities destroyed by bombing<\/span><span class=\"s5\">s<\/span><span class=\"s5\">, in <\/span><span class=\"s5\">the <\/span><span class=\"s5\">devastated countryside, millions of civilians became targets.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Deportations and genocides characterised World War<\/span><span class=\"s5\"> II<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Since then, the face of war <\/span><span class=\"s5\">is no<\/span><span class=\"s5\"> longer<\/span><span class=\"s5\"> to be seen in <\/span><span class=\"s5\">that of the combatant<\/span><span class=\"s5\"> only; it<\/span><span class=\"s5\">has become <\/span><span class=\"s5\">the face <\/span><span class=\"s5\">of the child, <\/span><span class=\"s5\">of <\/span><span class=\"s5\">the mother,<\/span><span class=\"s5\"> of<\/span><span class=\"s5\"> the defenceless elderly person.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">This is what is happening today in K<\/span><span class=\"s5\">yiv<\/span><span class=\"s5\"> and Gaza.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Total war <\/span><span class=\"s5\">does not <\/span><span class=\"s5\">demand <\/span><span class=\"s5\">just <\/span><span class=\"s5\">the defeat or surrender of the enemy, but their annihilation. An <\/span><span class=\"s5\">ever-increasing <\/span><span class=\"s5\">cruelty.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">In the atomic <\/span><span class=\"s5\">era<\/span><span class=\"s5\">, <\/span><span class=\"s5\">one <\/span><span class=\"s5\">single gesture can wipe out a city and the very innocence of the world.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Theodor Heuss, the first President of the Federal Republic of Germany, countered all this with his <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">Mut <\/span><span class=\"s5\">zur<\/span><span class=\"s5\"> Liebe<\/span><span class=\"s5\">\u201d<\/span><span class=\"s5\">, the courage to love, and his project for a <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">living democracy\u201d, warning that: <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">There is no freedom without humanity, and there is no peace without memory<\/span><span class=\"s5\">\u201d<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Living democracy. It is <\/span><span class=\"s5\">a pivotal element <\/span><span class=\"s5\">in the relationship between the principle of authority and the principle of democracy.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Indeed, i<\/span><span class=\"s5\">t is<\/span> <span class=\"s5\">democracy that <\/span><span class=\"s5\">underpins <\/span><span class=\"s5\">and legitimises authority<\/span><span class=\"s5\">,<\/span> <span class=\"s5\">o<\/span><span class=\"s5\">vercoming the temptations of totalitarianism<\/span><span class=\"s5\">, which<\/span><span class=\"s5\"> claim to be and represent everything.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">For <\/span><span class=\"s5\">democracy <\/span><span class=\"s5\">is born <\/span><span class=\"s5\">from the <\/span><span class=\"s5\">very <\/span><span class=\"s5\">principle of freedom, which, in turn, is based on the universality of equality between people.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">In the post-war period, the <\/span><span class=\"s5\">establishmen<\/span><span class=\"s5\">t<\/span> <span class=\"s5\">of the United Nations and <\/span><span class=\"s5\">the <\/span><span class=\"s5\">adoption of<\/span><span class=\"s5\">the <\/span><span class=\"s5\">Geneva Conventions sparked hope for a peace <\/span><span class=\"s5\">supported by <\/span><span class=\"s5\">law, reaffirming a fundamental principle: the civilian population must be protected <\/span><span class=\"s5\">under <\/span><span class=\"s5\">all circumstances.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Subsequent events <\/span><span class=\"s5\">&#8211; <\/span><span class=\"s5\">from Biafra to the Balkans, from Rwanda to Syria, to Ukraine and the Gaza Strip, to Sudan <\/span><span class=\"s5\">&#8211; <\/span><span class=\"s5\">show us that war continues to <\/span><span class=\"s5\">chiefly <\/span><span class=\"s5\">affect no<\/span><span class=\"s5\">n-<\/span><span class=\"s5\">combatants.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Currently<\/span><span class=\"s5\">, according to the United Nations, <\/span><span class=\"s5\">civilians account for <\/span><span class=\"s5\">over 90% of conflict victims.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">This cannot <\/span><span class=\"s5\">go unnoticed, nor<\/span><span class=\"s5\"> left unpunished.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The number of people forced to leave their homes and their land is unprecedented.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">According to the report released in April by the UN High Commissioner for Refugees, there were 122 million such people<\/span><span class=\"s5\">. And the figure is increasing by the <\/span><span class=\"s5\">year.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Again<\/span><span class=\"s5\">, these are not just statistics.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">These <\/span><span class=\"s5\">are faces, people on the move, families <\/span><span class=\"s5\">being <\/span><span class=\"s5\">wiped out, <\/span><span class=\"s5\">deprived <\/span><span class=\"s5\">of the future they were preparing for.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">International humanitarian law, a bulwark against the inhumanity of war, is being challenged by <\/span><span class=\"s5\">all this<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">But no <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">exceptional circumstances<\/span><span class=\"s5\">\u201d<\/span><span class=\"s5\"> can justify the unjustifiable: the bombing of inhabited areas, cynical<\/span><span class=\"s5\">ly starving <\/span><span class=\"s5\">populations, sexual violence.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">No longer making a <\/span><span class=\"s5\">distinction between civilians and combatants strikes at the very heart of the principle of humanity.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is the systematic <\/span><span class=\"s5\">implementation <\/span><span class=\"s5\">of the despicable practice of retaliation against innocent people.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It <\/span><span class=\"s5\">undermines <\/span><span class=\"s5\">the international order, based on the principle of respect between peoples and <\/span><span class=\"s5\">on the <\/span><span class=\"s5\">recognition of the horror of war, now <\/span><span class=\"s5\">compounded <\/span><span class=\"s5\">by the continuous emergence of new weapons.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Ladies and gentlemen,<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">there are antidotes<\/span><span class=\"s5\">, nonetheless,<\/span><span class=\"s5\"> to <\/span><span class=\"s5\">this scenario of pain.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Peace is not the result of resignation in the face of great tragedies. It is the result of courageous initiatives and courageous people.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">In recent decades, many <\/span><span class=\"s5\">actors <\/span><span class=\"s5\">in the international community<\/span><span class=\"s5\">, <\/span><span class=\"s5\">including the European Union<\/span><span class=\"s5\">, <\/span><span class=\"s5\">have stubbornly <\/span><span class=\"s5\">and painstakingly strived for <\/span><span class=\"s5\">peace, which is nourished by respect for fundamental human rights.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">For <\/span><span class=\"s5\">if you <\/span><span class=\"s5\">truly <\/span><span class=\"s5\">want peace, you <\/span><span class=\"s5\">have to<\/span><span class=\"s5\"> build it and preserve it.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Cooperation between states, institutions and peoples is the only measure that can protect human dignity.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">M<\/span><span class=\"s5\">ultilateral institutions such as the United Nations, the International Criminal Court, peacekeeping missions and humanitarian agencies <\/span><span class=\"s5\">are the ones that <\/span><span class=\"s5\">contribute to the challenging and fascinating task of <\/span><span class=\"s5\">forging <\/span><span class=\"s5\">a global conscience.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Multilateralism is not bureaucracy, as the <\/span><span class=\"s5\">overbearing parties <\/span><span class=\"s5\">claim:<\/span><span class=\"s5\"> it is the tool that <\/span><span class=\"s5\">scales down<\/span> <span class=\"s5\">divergences, <\/span><span class=\"s5\">allow<\/span><span class=\"s5\">ing<\/span><span class=\"s5\"> for peaceful solutions; it is the language of shared responsibility.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is the voice that calls to mind the value of every single person<\/span><span class=\"s5\">\u2019<\/span><span class=\"s5\">s life, as opposed to the arrogance of those who would <\/span><span class=\"s5\">rather witness <\/span><span class=\"s5\">the <\/span><span class=\"s5\">prevailing of <\/span><span class=\"s5\">a<\/span><span class=\"s5\"> ruthless, <\/span><span class=\"s5\">supposed <\/span><span class=\"s9\">raison d&#8217;\u00e9tat<\/span><span class=\"s5\">, forgetting that popular sovereignty precisely <\/span><span class=\"s5\">belongs <\/span><span class=\"s5\">to the citizens. Sovereignty belongs to the citizens and not to an impersonal Moloch that claims to determine their destinies.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is a means of defence that the inhabitants of the planet can use against the logic of oppression <\/span><span class=\"s5\">pursued by <\/span><span class=\"s5\">those who, <\/span><span class=\"s5\">believing they momentarily have an edge<\/span><span class=\"s5\">, consider themselves entitled to plunder others.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">New <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">Dr <\/span><span class=\"s5\">Strangeloves<\/span><span class=\"s5\">\u201c <\/span><span class=\"s5\">are<\/span><span class=\"s5\"> appearing on the horizon, claiming that we must <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">love the bomb<\/span><span class=\"s5\">\u201d<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The 1997 treaty banning nuclear testing has not yet been ratified by China, India, Pakistan, North Korea, Israel, Iran, Egypt or the United States, while Russia withdrew its ratification in 2023. <\/span><span class=\"s5\">To date, c<\/span><span class=\"s5\">ompliance with the treaty<\/span><span class=\"s5\">\u2019<\/span><span class=\"s5\">s provisions <\/span><span class=\"s5\">is not mitigating <\/span><span class=\"s5\">the looming threat.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Other countries are <\/span><span class=\"s5\">declaring they might reconsider <\/span><span class=\"s5\">their rejection of nuclear weapons. This raises fears that we are embarking on a<\/span><span class=\"s5\">n extremely risky <\/span><span class=\"s5\">path, opening a new Pandora<\/span><span class=\"s5\">\u2019<\/span><span class=\"s5\">s box.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">And a<\/span><span class=\"s5\">ll this is facilitated by the spread, at the international level, of a peremptory, harshly assertive language that claims supremacy.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Scrapping treaties and institutions <\/span><span class=\"s5\">created <\/span><span class=\"s5\">to protect <\/span><span class=\"s5\">us from the <\/span><span class=\"s5\">violence that we <\/span><span class=\"s5\">deem <\/span><span class=\"s5\">crimes and <\/span><span class=\"s5\">that we firmly condemn <\/span><span class=\"s5\">in our national societies<\/span><span class=\"s5\"> (<\/span><span class=\"s5\">but which some <\/span><span class=\"s5\">claim<\/span><span class=\"s5\">are legitimate in international relations<\/span><span class=\"s5\">)<\/span><span class=\"s5\">, only leads to suffering and division.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It must be re<\/span><span class=\"s5\">asserted with great resolve<\/span><span class=\"s5\">: the sovereignty of a people is not expressed in the right to wage war on its neighbour.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">A nation<\/span><span class=\"s5\">\u2019<\/span><span class=\"s5\">s desire to succeed does not translate into <\/span><span class=\"s5\">generating <\/span><span class=\"s5\">injustice.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">A w<\/span><span class=\"s5\">ar of aggression <\/span><span class=\"s5\">is <\/span><span class=\"s5\">a crime.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The lesson of Nuremberg must be reaffirmed without compromise<\/span><span class=\"s5\">. In the words of Robert Jackson, a prosecutor at that Tribunal: \u201c<\/span><span class=\"s10\">If we can cultivate in the world the idea that aggressive war-making is the way to the prisoner<\/span><span class=\"s10\">\u2019<\/span><span class=\"s10\">s dock rather than the way to hono<\/span><span class=\"s10\">u<\/span><span class=\"s10\">rs, we will have accomplished something toward making the peace more secure<\/span><span class=\"s10\">\u201d<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is up to us<\/span><span class=\"s5\">. I<\/span><span class=\"s5\">t is up to us<\/span><span class=\"s5\">, too<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is up to our peoples, united in suffering <\/span><span class=\"s5\">the <\/span><span class=\"s5\">responsibility for the last world war, <\/span><span class=\"s5\">but <\/span><span class=\"s5\">capable today of being united in building a future of peace and progress.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is up to the Federal Republic of Germany<\/span><span class=\"s5\">;<\/span><span class=\"s5\"> it is up to the Italian Republic \u2013 <\/span><span class=\"s5\">just <\/span><span class=\"s5\">as it is <\/span><span class=\"s5\">up <\/span><span class=\"s5\">to everyone in the international community \u2013 to <\/span><span class=\"s5\">pit the force of law against <\/span><span class=\"s5\">the <\/span><span class=\"s5\">claimed supremacy <\/span><span class=\"s5\">of armed force.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">I also consider this day an invitation to <\/span><span class=\"s5\">contemplate<\/span><span class=\"s5\">, together, the extraordinary journey that our two Republics have made, side by side, <\/span><span class=\"s5\">for building<\/span> <span class=\"s5\">&#8211;<\/span> <span class=\"s5\">over the <\/span><span class=\"s5\">p<\/span><span class=\"s5\">ast eighty years <\/span><span class=\"s5\">&#8211;<\/span><span class=\"s5\">a better world, starting with Europe<\/span><span class=\"s5\"> itself<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">For having achieved wisdom in international life<\/span><span class=\"s5\">, as well as <\/span><span class=\"s5\">authentic courage.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">For being truly <\/span><span class=\"s5\">\u201c<\/span><span class=\"s5\">great<\/span><span class=\"s5\">\u201d<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Because this is what we have become over the decades, embracing the cause of European unity.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">We have <\/span><span class=\"s5\">c<\/span><span class=\"s5\">reate<\/span><span class=\"s5\">d<\/span><span class=\"s5\"> an area of peace, freedom, prosperity and respect for human rights<\/span><span class=\"s5\">, something<\/span><span class=\"s5\"> that is unprecedented in history.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">With the <\/span><span class=\"s5\">clear-minded <\/span><span class=\"s5\">courage of those who called for a new chapter and worked to make it happen.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The European Union, born from the <\/span><span class=\"s5\">ashes <\/span><span class=\"s5\">of war, has <\/span><span class=\"s5\">become the advocate of a <\/span><span class=\"s5\">multilateralism <\/span><span class=\"s5\">that serves <\/span><span class=\"s5\">peace.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Such <\/span><span class=\"s5\">responsibility is even <\/span><span class=\"s5\">greater <\/span><span class=\"s5\">today, <\/span><span class=\"s5\">given the troubling <\/span><span class=\"s5\">international situation.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">It is a historic role: the pioneers pursued unity when it did not exist, against all previous experience<\/span><span class=\"s5\">s<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">European countries have shown courage. European leaders have shown courage.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Let us not allow the European dream \u2013 our Union \u2013 to be torn apart today by the <\/span><span class=\"s5\">devotees <\/span><span class=\"s5\">of dark times. Times that <\/span><span class=\"s5\">have <\/span><span class=\"s5\">left <\/span><span class=\"s5\">a trail of <\/span><span class=\"s5\">pain, misery and <\/span><span class=\"s5\">despair<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">This is our duty. Every generation has its task.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">We owe it to those who fell and whom we remember today.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">We owe it to the names <\/span><span class=\"s5\">inscribed <\/span><span class=\"s5\">on the <\/span><span class=\"s5\">stumbling <\/span><span class=\"s5\">blocks<\/span> <span class=\"s5\">in our cities.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">We owe it to the <\/span><span class=\"s5\">precious memory-preserving <\/span><span class=\"s5\">work <\/span><span class=\"s5\">of <\/span><span class=\"s5\">the <\/span><span class=\"s5\">Volksbund<\/span><span class=\"s5\">.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Finally, we owe it to our <\/span><span class=\"s5\">youths<\/span><span class=\"s5\">, who have the right to a safe world, different and better than that of war and post-war.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Mr <\/span><span class=\"s5\">Federal <\/span><span class=\"s5\">President,<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Ladies and Gentlemen,<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">in this spirit, I fully <\/span><span class=\"s5\">feel part of <\/span><span class=\"s5\">the National Day of Mourning.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">The wounds of <\/span><span class=\"s5\">mankind<\/span><span class=\"s5\">\u2019<\/span><span class=\"s5\">s past cannot be erased, <\/span><span class=\"s5\">yet <\/span><span class=\"s5\">they give rise to a common commitment to the future, to action<\/span><span class=\"s5\">s<\/span> <span class=\"s5\">truly based on <\/span><span class=\"s5\">humanity.<\/span><\/p>\n<p class=\"s8\"><span class=\"s5\">Our <\/span><span class=\"s5\">duty<\/span><span class=\"s5\">: Never again.
